The City Council meets in regular session the first Thursday of each month at 7:00 p.m. in the Council Room of the Stephenson Municipal Building.

City of Stephenson Council Proceedings
December 1, 2011

The regular council meeting convened at 7 p.m.
The City Assessor updated the council on his activities.
A report of the WWTP for the month of November was reviewed. All parameters were met.
Bills totaling $75,668.05 were approved.
A general retention & disposal schedule for human resource records was approved.
Committee reports were given. The City is in the process of updating their 5-year recreation plan.
The council approved a health insurance plan for the City employees.
Comments were received.
The meeting adjourned at 8:50 p.m.
The next regular Council meeting will be held on January 5, 2012 at 7:00 p.m. Public input on the City’s 5-year recreation plan will be received prior to the council meeting at 6:45 p.m.

City of Stephenson Council Proceedings
November 3, 2011

The regular council meeting convened at 7 p.m.
A business owner addressed the council regarding their utility bill.
A report of the WWTP for the month of October was reviewed. All parameters were met.
Bills totaling $110,891.02 were approved.
The council voted to opt out of the Publicly Funded Health Insurance Contribution Act.
Committee reports were given.
The council voted to leave a business’s utility situation as it currently is.
Mr. Scott Duncan was approved as a DDA board member.
A computer purchase was approved for the DPW department.
Mrs. Jan Poisson has completed the final design for the City’s logo.
Comments were received.

City of Stephenson Council Proceedings
October 6, 2011

A public hearing on proposed zoning changes was held at 6:45 p.m. Written and oral comments were received.
The regular council meeting convened at 7 p.m.
City Assessor John Anderson gave an update on his assessment duties.
A report of the WWTP for the month of September was reviewed. All parameters were met.
A number of water samples have been processed at the City since the opening of the water lab.
Bills totaling $108,959.77 were approved.
Revisions to the City’s Zoning Ordinance were approved.
Randy Viau was hired as the City’s Building Inspector.
The City’s audit report for fiscal year 2010/2011 was approved.
Committee reports were given.
Resolution #11-05: “Fires Safety House Agreement with the Iron Mountain Fire Department” was adopted.
Hannula Agency was awarded the bid for the City’s property & liability insurance for the coming year.
Comments were received.

City of Stephenson Council Proceedings
September 1, 2011

The regular council meeting convened at 7 p.m.
There was no public participation.
A report of the WWTP for the month of August was reviewed. All parameters were met.
Bills totaling $82,256.06 were approved.
Quotes for property & liability insurance were referred to the Insurance Committee.
Karen Raether was reappointed to the Compensation Commission.
Committee reports were given. It was noted the City has a mutual aid law enforcement agreement with the Menominee County Sheriff’s Dept. Occasionally the City patrol car will be seen out of the City responding to calls.
Barrette Construction was approved to repair the approaches to the Mill Street and Menominee Street Bridges.
The City will maintain the tunia tree.
Revisions to the Zoning Ordinance were introduced. A notice will be published in the paper with comments to be received at a public hearing prior to the next council meeting.
Comments were received.
City Hall office hours will change effective Oct. 1st. The office will be open from 10 a.m. to 12:30 p.m. and 1:30 -4:00 p.m.

City of Stephenson Council Proceedings
August 4, 2011

The regular council meeting convened at 7 p.m.
Representatives of the former Project Stephenson group, and Kandace Kurran, MSU Extension Secretary/Fair Manager addressed the council.
City Assessor John Anderson gave an update on his assessor activities.
A report of the WWTP for the month of July was reviewed. All parameters were met.
Bills totaling $34,918.14 were approved.
No comments were received on the City’s Energy Optimization Plan for 2011- 2015.
The council approved the hiring of the Experience Works employee that has been working under that program at the City. He will be done with that program shortly, and will work 12 hours per week for the City.
Committee reports were given. The City will purchase a security network appliance. The City will sponsor two port-a-johns for the upcoming DDA Labor Day Festivities that will be held on September 3rd.

City of Stephenson Council Proceedings
July 7, 2011

The regular council meeting convened at 7 p.m.
Representatives of the former Project Stephenson group addressed the council.
A report of the WWTP for the month of June was reviewed. All parameters were met.
Bills totaling $144,398.67 were approved.
Ray Payment was appointed as the City’s auditor for fiscal year 2011/2012.
Resolution #11-04: “A resolution approving levy of 1 mill by Downtown Development Authority” was adopted.
A letter of resignation from the City’s building inspector was accepted.
Participation in The Three Way Road Program was approved.
A bid from Barrette Asphalt was approved for patching on Gerue & Bluff Streets.
Committee reports were given. Menominee County Parks Dept. was the high bidder on the City’s old John Deere F725 lawnmower. DDT Construction was the low bidder on the demolition work at N317 Riverside Drive.
Correspondence was read. The council approved a renewal membership with CUPPAD.
The council approved Precious Blood Church’s request to close Bluff Street from Mill Street to Homestead Street on July 24th for their Parish Festival.
Comments were received. Fourth of July Chair Dale Parrett was complimented on the fine celebration held recently.

City of Stephenson Council Proceedings
June 2, 2011

The regular council meeting convened at 7 p.m.
Public participation included a littering and bonfire situation.
A report of the WWTP for the month of May was reviewed. All parameters were met.
Bills totaling $88,686.78 were approved.
Ordinance #133- City of Stephenson Planning Commission Ordinance was adopted.
The City will put out on bids for the demolition of a property near Erickson Park.
Committee reports were given.
The City received a $6,300.00 grant from the Hannahville Indian Community that will be used toward the purchase of a new lawnmower.
Budget amendments were approved.
The City will advertise for people interested in serving on the City’s Planning Commission.
The council approved the hiring of a part-time person to clean and do general maintenance duties.
Employee wages for the coming fiscal year were approved.
Correspondence was read.
The council approved renewing the City’s sponsorship of the SHS Sports Poster Schedule.
Comments were received.

City of Stephenson Council Proceedings
April 7, 2011

The regular council meeting convened at 7 p.m.
Public participation included utility billing and wind energy system situations.
A report of the WWTP for the month of March was reviewed. All parameters were met.
Bills totaling $151,309.39 were approved.
An updated building permit fee schedule was approved. It will take effect May 6, 2011. Copies of the fee schedule will be available at City Hall for the public’s review
. Undersheriff Mike Holmes addressed the council regarding the May 3, 2011 special election on the road patrol millage.
Committee reports were given.
The MDOT Hwy 41 project through the City is scheduled to start June 6th and be completed October 15, 2011.
Ayres Associates will do the City’s bridge inspections.
Kleiman Well Drilling will extend the wellhead on well #4. Water flushing will take place the week of April 18th. Proposed water rates will be discussed at a utility committee meeting.

The next regular Council meeting will be held on May 5, 2011. A public hearing on the proposed budget for fiscal year 2011/2012 will be held prior to the council meeting at 6:30 p.m. The property tax millage rate proposed to be levied to support the proposed budget will be a subject of this hearing.

City of Stephenson Council Proceedings
March 3, 2011

The public hearing on the proposed updated City recreation plan was held at 6:45 p.m. There was no public comments.
The regular council meeting convened at 7 p.m.
Property owners addressed the council regarding a water pressure problem.
The council was presented with a copy of the Menominee County Comprehensive Plan.
A report of the WWTP for the month of February was reviewed. All parameters were met.
Bills totaling $27,929.14 were approved.
Resolution #11-02: “Amendment to the City of Stephenson Recreation Plan” was adopted.
The date for the Fourth of July festivities was changed to Sunday, July 3rd. The rain date will be July 4th.
Updated City building and zoning permit fee schedules were presented to the council for review and possible action at the April council meeting.
Resolution #11-03: “Resolution of Support for City of Stephenson’s Application to the Michigan Department of Natural Resources in regards to the Michigan Natural Resources Trust Fund” was adopted.
Committee reports were given. The City will pursue purchasing new electric meters, and a handheld meter reader with software, for the utility billing.
A $10.00 request fee for copies of assessment cards was approved.
A budget committee was appointed to work on the budget for fiscal year 2011/2012.
A sample windmill ordinance was presented. It will be refined and given to the City’s attorney for review, and then introduced at the City’s April council meeting.

City of Stephenson Council Proceedings
February 10, 2011

The council meeting convened at 7 p.m.
Assessor John Anderson gave a report on his assessing duties. All property cards are up-to-date. Police Chief Vandermissen gave a report on the law department activities.
A report of the WWTP for the month of January was reviewed. All parameters were met.
Bills totaling $166,285.28 were approved.
The Fourth of July festivities will be held on Monday, July 4th. The rain date will be the following weekend.
The council approved the Compensation Committee’s recommendations for Mayoral and Council member’s pay.
The council rescinded the “Red Flags Rule” (Identity Theft Prevention Policy).
The council approved paying for vehicle insurance on the old fire truck tanker.
The council approved amending the City’s recreation plan.
Council members will complete a community preparedness worksheet from CUPPAD.
Committee reports were given. The City will apply for grant funding for a new lawnmower.
Barbara Imhoff was hired to fill the extra office personnel position that was recently posted.
Jeff Anderson was approved as a member of the DDA Board.
