The City Council meets in regular session the first Thursday of each month at 7:00 p.m. in the Council Room of the Stephenson Municipal Building.

December 5, 2013

The regular council meeting convened at 7:00 p.m.
The City will send a letter to the Menominee County Board in support of making the Menominee County Emergencies Administrator a full-time position.
A report of the WWTP for the month of November was reviewed. All parameters were met.
Bills totaling $142,738.52 were approved.
The City has signed a purchase agreement for 26.3 acres of vacant land on the west side of the City.
Council appointments were made and approved.
Committee reports were given.
Comments were received.

November 21, 2013 Special Meeting

The special council meeting convened at 7:00 p.m.
Resolution No. 2013-09: “Resolution Authorizing the SAW Grant Agreement” was adopted.
A purchase of 26.3 acres of vacant land, and the sale of a City parcel were approved.
Comments were received.
The meeting adjourned at 7:25 p.m.

City of Stephenson Council Proceedings
November 7, 2013

The regular council meeting convened at 7:00 p.m.
City Assessor John Anderson, a property owner and Undersheriff Mike Holmes addressed the council.
A report of the WWTP for the month of October was reviewed. All parameters were met.
Bills totaling $141,386.29 were approved.
The City will pay the Canadian National Railroad (Sault Ste. Marie Bridge Co.) the balance due for the 2013 crossing maintenance fees.
Resolution #2013-08: “Resolution in Support of CUPPAD” was adopted.
Committee reports were given.
The park restrooms are closed down for the winter months.
The annual Christmas tree lighting will be held on December 2nd at 6:00 p.m.
Correspondence was read.
Comments were received. Appreciation was expressed to council member Parmentier for his years of service on the City Council.

City of Stephenson Council Proceedings
October 3, 2013

The committee of the whole met at 6:00 p.m. Information was presented on the SAW (Storm water, Asset Management and Wastewater) grant program.
The regular council meeting convened at 7:00 p.m.
There was no public participation.
A report of the WWTP for the month of September was reviewed. All parameters were met.
Bills totaling $127,443.91 were approved.
U.P. Engineers & Architects will file a grant application for an asset management plan for the City’s wastewater treatment plant and sewer collection system.
Reappointments were approved for the Zoning Board of Appeals.
Alphonse Oczus, Jr. was hired as the City’s new building inspector.
Resolution #2013-07: “Fire Safety House Agreement” was adopted.
The purchase of a new snow plow was approved.
Committee reports were given.
Utility bills can now be paid in the office or online. A 3% processing fee with a minimum of $2.00 will be added to each payment.
An agreement for offsite computer backup, etc. was approved.
Correspondence was read.
Comments were received.

City of Stephenson Council Proceedings
September 5, 2013

The regular council meeting convened at 7 p.m.
Assessor John Anderson presented a report on his activities. A resident shared some concerns with the council. It was noted recyclable items can be dropped off at the Waste Management site north of Menominee. A request from the Sons of American Legion was approved. Undersheriff Mike Holmes reported on the activities of the Sheriff’s Department in the City.
A report of the WWTP for the month of August was reviewed. All parameters were met.
Bills totaling $169,318.17 were approved.
A reappointment was approved for the Compensation Commission.
The audit report for fiscal year 2012/2013 was approved.
Resolution #2013-06: “A Resolution of Support for the Promotion and Development of a Southern U.P. Route for the Governor’s Proposed Belle Isle to Ironwood Michigan Trail” was adopted.
Committee reports were given. A letter of resignation was read from the City’s building inspector Randy Viau. The City will place an ad for applicants to fill that position.
Hannula Agency was awarded the City’s property and liability insurance for the coming year.
Correspondence was read.
Comments were received.

Representatives from the Michigan Dept. of Transportation- Office of Rail addressed the council.
A report of the WWTP for the month of June was reviewed. All parameters were met.
Bills totaling $145,423.20 were approved.
Resolution #13-03: "Resolution authorizing permit fee for the keeping of chickens in the City of Stephenson" was adopted.
Resolution #13-04: "Michigan Emergency Management Assistance Compact" was adopted.
Resolution #13-05: "Michigan Mutual Aid Box Alarm System Agreement" was adopted.
A land division application was approved.

June 6, 2013

The regular council meeting convened at 7 p.m.
There was no public participation.
A report of the WWTP for the month of May was reviewed. All parameters were met.
Bills totaling $104,881.46 were approved.
Proposed Ordinance #135- ÒDischarge of FirearmsÓ was reintroduced.
The council approved the purchase of a foreclosure vacant parcel in the City.
Ordinance #136- ÒThe Regulation of Chickens within the City of StephensonÓ was adopted.
A part-time Cleaning/Maintenance position was filled.
The council approved Ray Payment as the CityÕs auditor for fiscal year 2013/2014.
Committee reports were given. Budget amendments were approved.
Comments were received.
The meeting adjourned at 8:50 p.m.
Due to the upcoming Independence Day Celebration on July 4th, the next regular Council meeting will be held on July 11, 2013 at 7:00 p.m.

May 2, 2013

The public hearing on the proposed budget for fiscal year 2013/2014 convened at 6:30 p.m.
Public comments were received
The regular council meeting convened at 7 p.m.
Public comments were received. John Anderson gave a report on his assessing duties.
A report of the WWTP for the month of April was reviewed.
All parameters were met.
Bills totaling $81,791.17 were approved.
The proposed firearm ordinance was tabled.
Ordinance #136: 'The Regulation of Chickens within the City of Stephenson' was introduced.
Soil borings will be taken on Samuel Street.
The council went into closed session to discuss employee compensation.
The council adopted the City's budget for fiscal year 2013/2014.
The council set the mileage rate at 9.5 mills, with the increased 1 mill being earmarked for street equipment and repairs. 1 mill generates approximately $15,000.
The council approved presenting an offer on a property.
The council approved the opt-out option in compliance with the EVIP: Employee Compensation.
Committee reports were given. The City will advertise for a part-time (up to 10 hours per week) maintenance/cleaning position. Applications will be available at City Hall and be received until May 31st.
Retention Schedule #31- 'Local Gov't Financial Records' was adopted.
Correspondence was read.

April 4, 2013 Regular Meeting

The regular council meeting convened at 7 p.m.
A representative of the Farmer's Market addressed the council.
A report of the WWTP for the month of March was reviewed. All parameters were met.
Bills totaling $46,788.95 were approved.
Proposed Ordinance #135: "Discharge of Firearms" was tabled for further review.
Authorization was given to attend an auction in the City of Pontiac for the possible purchase of snow plows.
Revised Resolution No. 13-02 was approved.
A proposed chicken ordinance will be presented at the May council meeting.
Committee reports were given. The City will join the MEUW Safety Program. Ayres Associates was approved to inspect the City’s bridges. Kerry Branham was approved as a member of the Downtown Development Authority.
Correspondence was read.
Comments were received.

The next regular Council meeting will be held on May 2, 2013 at 7:00 p.m. A budget hearing will be held prior to the meeting at 6:30 p.m. The property tax millage rate proposed to be levied to support the proposed budget will be a subject of this hearing. The Canadian National Railroad bill for the City railroad crossings was approved for payment.
The Compensation Committee’s recommendations for mayor and council members were approved.
The rescinding of a list of old ordinances was introduced.

The regular council meeting convened at 7 p.m.
Menominee County Sheriff Marks and Menominee County Administrator Brian Bousley addressed the council regarding the turning over of the City Police Department duties to the Menominee County Sheriff’s Department.
A report of the WWTP for the month of December was reviewed. All parameters were met.
Bills totaling $89,509.63 were approved.
Ordinance #122 (revision of 12/6/12): “The purpose of this ordinance is to control the practice of ‘Open Burning’ and ‘ Recreational Burning’ within the City of Stephenson” was adopted.
Council member Jim Gardiner was approved as the City’s representative to the CUPPAD Regional Commission.
Resolution #13-01: “City of Stephenson Ordinance Enforcement” was adopted.
