The City Council meets in regular session the first Thursday of each month at 7:00 p.m. in the Council Room of the Stephenson Municipal Building.

City of Stephenson Council Proceedings
December 4, 2014

The regular council meeting convened at 7:00 p.m.
The City Assessor reported on his duties.
A report of the WWTP for the month of November was reviewed. All parameters were met.
Bills totaling 133,198.45 were approved.
Ordinance #138 was adopted: "An Ordinance to fulfill the requirements of 2004 P.A. 528 which amended 1996 P.A. 299, 'An Act to regulate tourist-oriented directional signs on certain rural roads and to impose certain duties upon the State Transportation Department' by amending sections 1 and 3 (MCL 247.401 and 247.403)".
Committee reports were presented. The purchase of a new computer was approved.
Correspondence was read.
Comments were received.

The next regular Council meeting will be held on January 8, 2015 at 7:00 p.m.

City of Stephenson Council Proceedings
November 6, 2014

The regular council meeting convened at 7:00 p.m.
There was no public participation.
A report of the WWTP for the month of October was reviewed. All parameters were met.
Bills totaling $112,635.31 were approved.
Wayne Mulzer was reappointed to a five-year term to the Compensation Commission.
Ordinance #138 was introduced: “An Ordinance to fulfill the requirements of 2004 P.A. 528 which amended 1996 P.A. 299, ‘An Act to regulate tourist-oriented directional signs on certain rural roads and to impose certain duties upon the State Transportation Department’ by amending sections 1 and 3 (MCL 247.401 and 247.403)”.
The annual tree lighting will be held on December 1st at 6:00 p.m. in the downtown area.
Committee reports were presented. Changes to the Utility Policy and budget amendments were approved.
Correspondence was read.
Comments were received.

City of Stephenson Council Proceedings
October 1, 2014

The regular council meeting convened at 7:00 p.m.
City Assessor John Anderson and Menominee County Sheriff’s Deputy Greg Peterson presented reports to the council.
A report of the WWTP for the month of September was reviewed. All parameters were met.
Bills totaling $143,925.21 were approved.
A $.60/month water rate and a $1.00/month sewer rate increase were approved. These changes will take effect January 1, 2015. Water turn on, turn off fees were also approved.
Charles Kalhoefer was reappointed to a five-year term to the Compensation Commission.
Committee reports were presented.
Correspondence was read.

September 4, 2014

The regular council meeting convened at 6:00 p.m.
There was no public participation.
A report of the WWTP for the month of August was reviewed. All parameters were met.
Bills totaling $45,635.05 were approved.
Ordinance #137 was adopted: An ordinance establishing the minimum regulations governing the conditions and maintenance of all property, buildings and structures: by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that the structures are safe, sanitary, and fit for occupation and use: and for the condemnation of buildings and structures unfit for human occupancy and use and the demolition of such structures: Known as the Property Maintenance Code.
The audit report for fiscal year 2013/2014 was accepted.

City of Stephenson Council Proceedings
August 7, 2014

The regular council meeting convened at 7:00 p.m.
A report from the City Assessor was presented.
A report from the Menominee County Sheriff's Department was presented.
The City will donate $50.00 to the Sons of American Legion for the placement of flags along US Hwy 41.
A report of the WWTP for the month of July was reviewed. All parameters were met. Bills totaling $188,917.32 were approved.
Ordinance #137 was introduced: An ordinance establishing the minimum regulations governing the conditions and maintenance of all property, buildings and structures: by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that the structures are safe, sanitary, and fit for occupation and use: and for the condemnation of buildings and structures unfit for human occupancy and use and the demolition of such structures: Known as the Property Maintenance Code.
A homeowner's offer of sale was declined.
Committee reports were given. A ten year lease renewal with the Stephenson Area Schools for use of the parking lot were approved. Crack sealing of three streets and ten manholes was approved. DGR Engineering was approved as the engineering firm for the design of the reconstruction of Samuel Street.

The regular council meeting convened at 7:00 p.m.
A report from the Menominee County Sheriff's Department was presented.
A report of the WWTP for the month of June was reviewed. All parameters were met.
Bills totaling $128,316.42 were approved.
Committee reports were given. Approval was granted for the DPW employees to attend sessions through a job training and safety program. Budget amendments were approved.
Andy and Jan Green were approved as new members of the Downtown Development Authority Board. DGR Engineering's proposal for future topography, etc. of the City's property on the west side of the City was approved.
Correspondence was read.

June 6, 2014

The regular council meeting convened at 7:00 p.m.
A report from the Menominee County Sheriff’s Department was presented.
A report of the WWTP for the month of May was reviewed. All parameters were met.
Bills totaling $89,392.88 were approved.
The Menominee County Board of Commissioners approved a one-year contract with the City for law enforcement services.
Ray Payment was approved as auditor for fiscal year 2014/2015.
Committee reports were given. The Stephenson Volunteer Fire Dept. will host an open house on June 21st. Keith Kakuk, Jr. was approved as Assistant Fire Chief. Budget amendments were approved.
Correspondence was read.

City of Stephenson Council Proceedings
May 1, 2014

The public hearing on the proposed budget for fiscal year 2014/2015 convened at 6:30 p.m.
Public comments were received.
The regular council meeting convened at 7 p.m.
A report from the Menominee County Sheriff’s Department was presented.
A report of the WWTP for the month of April was reviewed. All parameters were met.
Bills totaling $91,228.53 were approved.
A building inspector was approved for the Housing project.
The council adopted the City’s budget for fiscal year 2014/2015.
The council set the mileage rate for fiscal year 2014/2015 at 9.5 mills, which is the same rate as last year.
The council approved opting out of PA 95.
A ribbon cutting ceremony will be held on May 9th for new business “Three-Fold Winery”.
Committee reports were given. Brush and bagged leaves will be picked up until May 30th.
The Downtown Development Authority’s annual festival will be held on September 6th. A car show will be part of the festivities.

April 3, 2014 Regular Meeting

The regular council meeting convened at 7:00 p.m.
The Assessor’s report was given.
A report of the WWTP for the month of March was reviewed. All parameters were met.
Bills totaling $104,515.96 were approved.
A resolution to enter into a mutual aid agreement with the Michigan Municipal Electric Association was adopted.
Payment was approved for U.P. Engineers & Architects for submitting the SAW grant funding application for an asset management plan for the sewer collection system and the wastewater treatment plant.
The Economic Vitality Incentive Program (EVIP) plan for Category III- Unfunded Accrued Liability Plan was approved.
A one year contract renewal with Menominee County for law enforcement services was approved.
Committee reports were given. The ice rink is closed down for the season. The City repaired one water main break.
Correspondence was read.

The next regular Council meeting will be held on May 1, 2014 at 7:00 p.m. A budget hearing will be held prior to the meeting at 6:30 p.m. The property tax millage rate proposed to be levied to support the proposed budget will be a subject of this hearing.

The regular council meeting convened at 7:00 p.m.
The Assessor’s report was given.
A report of the WWTP for the month of January was reviewed. All parameters were met.
Bills totaling $131,272.16 were approved.
Re-appointments and alternate appointments were made to the Board of Review.
Discussion was held on marijuana dispensaries and blighted properties.
Committee reports were given. Vandalism was done to the warming shed by the ice rink.
The frost level is 63+ inches.
Budget amendments were approved.
Dreamscape Communications was hired for computer backup.
Correspondence was read.

January 2, 2014

The regular council meeting convened at 7:00 p.m.
The Assessor’s report was given.
A report of the WWTP for the month of December was reviewed. All parameters were met.
Bills totaling $117,567.95 were approved.
Title VI Non-Discrimination Plan was adopted.
Traffic Control Order No. 18: the placement of stop signs and stop bars at the approaches of the Robert Street crossing with Wisconsin Central Ltd. as directed by MDOT, was adopted.
The City’s EVIP- Consolidation of Services Plan was presented to the council.
Committee reports were given. Rick Bastien was approved as assistant fire chief. The ice rink is now open for skating. Hours are noon to 10 p.m.
