The City Council meets in regular session the first Thursday of each month at 7:00 p.m. in the Council Room of the Stephenson Municipal Building.

December 3, 2015 Regular Meeting

The regular council meeting convened at 7 p.m.
City Assessor John Anderson reported on his assessment duties.
A report from the Menominee County Sheriff’s Department was presented.
Owners Mike & Jeff Martin of the future Subway Restaurant introduced themselves to the council.
A report of the WWTP for the month of November was reviewed. All parameters were met.
Bills totaling $109,431.57 were approved.
The rescinding of Ordinance No.133: “Planning Commission Ordinance of June 2, 2011” was approved.
A loan from mBank was approved for the purchase of a used snow plow.
The council approved the opting-out of PA 152.
Committee reports were given.
Correspondence was read.
Comments were received.
The meeting adjourned at 7:50 p.m.

October 21, 2015 Special Meeting

The special meeting convened at 6 p.m.
The property maintenance code was presented to the City landlords who were present.
The 2000 Chevrolet Impala car was sold to Bart Tickler who had the high bid of $2,520.00.
Tires will be purchased for the City’s loader.
The meeting adjourned at 6:31 p.m.

November 5, 2015 Regular Meeting

The regular council meeting convened at 7 p.m.
Sheriff Kenny Marks addressed the council.
A report of the WWTP for the month of October was reviewed. All parameters were met.
Bills totaling $103,863.97 were approved.
Planning Commission Ordinance No. 140 was adopted. The rescinding of Ordinance No.133: “Planning Commission Ordinance of June 2, 2011” was introduced.
Council member John Starzynski was appointed to the 911 Governing Board to replace council member Jim Gardiner.
Resolution No. 15-03: Resolution of the Adoption of the Menominee County Hazard Mitigation Plan” was adopted.
Committee reports were given.
The DDA will hold the annual tree lighting on November 30th at 6:00 p.m. Refreshments and a Cathy Bolton concert will be held at the United Methodist Church following the tree lighting.
Correspondence was read.
Comments were received.
Appreciation was expressed to council member Jim Gardiner for his 37 years of service on the City Council.

City of Stephenson Council Proceedings
October 1, 2015

The regular council meeting convened at 7 p.m.
Reports were given by the City Assessor and the Menominee County Sheriff’s Department. A resident also addressed the council.
A report of the WWTP for the month of September was reviewed. All parameters were met.
Bills totaling $102,942.70 were approved.
Planning Commission Ordinance No. 140 was introduced.
The City’s property and liability insurance for the coming year was awarded to Hannula Agency.
The City will put the 2000 Chevrolet Impala car out on bids.
The City has purchased a property with parcel #55-052-050-225-00, will remove the house, and then resell the cleared lot.
Subway will erect a restaurant in the City at the intersection of US Highway 41 and East South Drive.
Committee reports were given. Bagged leaves and brush will be picked up until October 30th.
Correspondence was read.

The City auditor gave an overview of the City’s audit report for fiscal year 2014/2015.
A report of the WWTP for the month of August was reviewed. All parameters were met.
Bills totaling $123,421.91 were approved.
Reappointments to the Zoning Board of Appeals were approved.
Committee reports were given.
Correspondence was read.
Comments were received.

August 6, 2015

The regular council meeting convened at 7 p.m.
There was no public participation.
A report of the WWTP for the month of July was reviewed. All parameters were met.
Bills totaling $124,117.75 were approved.
Ordinance No. 139: "An ordinance to enforce seasonal load limits on City Streets" was adopted.
The Freedom of Information Policy was adopted.
The purchase of a used snow plow truck was approved.
Committee reports were given. The requirement of a land use permit for permanent pools, whether in ground or above ground, was approved. This will become effective September 1, 2015.
Correspondence was read.
Comments were received.

June 4, 2015

The regular council meeting convened at 7 p.m.
There was no public participation.
A report of the WWTP for the month of May was reviewed. All parameters were met.
Bills totaling $88,762.41 were approved.
Ray Payment was appointed the City's auditor for fiscal year 2015/2016.
A majority of the Council approved a 3.5% increase to water and sewer rates effective with the August utility billing; and an increase of 3.5% each July thereafter, to be reviewed annually.
The City's REP Biennial Plan was approved.
Asphalt patches to some of the streets were approved.
Committee reports were given. Budget amendments were approved.
Comments were received.

May 7, 2015

The public hearing on the proposed budget for fiscal year 2015/2016 convened at 6:30 p.m.
The regular council meeting convened at 7 p.m.
A report from the Menominee County Sheriff’s Department was presented.
A report of the WWTP for the month of April was reviewed. All parameters were met.
Bills totaling $109,627.32 were approved.
The council adopted the City’s budget for fiscal year 2015/2016.
The council set the mileage rate for fiscal year 2015/2016 at 9.5 mills, which is the same rate as last year.
The council approved opting out of PA 95.
An electronic attendance policy was approved.
Committee reports were given. Budget amendments were approved.
Correspondence was read.
Comments were received.

City of Stephenson Council Proceedings
April 2, 2015

The regular council meeting convened at 7:00 p.m.
Public participation included a storm water situation and the City Assessor’s report. The council adopted the assessment record card policy that the City Assessor presented.
A report of the WWTP for the month of March was reviewed. All parameters were met.
Bills totaling $103,235.26 were approved.
The proposed budget for fiscal year 2015/2016 was presented to the council members.
The Treasurer’s report was presented and approved.
Committee reports were presented. A person to clean the City Hall buildings was hired.
Correspondence was read.
Comments were received.
The meeting adjourned at 9:12 p.m.
The next regular Council meeting will be held on May 7, 2015 at 7:00 p.m. A budget hearing will be held prior to the meeting at 6:30 p.m. The property tax millage rate proposed to be levied to support the proposed budget will be a subject of this hearing.

Public participation included preliminary design plans for the reconstruction of Samuel Street.

A resolution establishing the policy of accepting credit card payments was approved.
Committee reports were presented. The resignation of the Citys maintenance employee was accepted. A budget transfer was approved.

City of Stephenson Council Proceedings
February 5, 2015

The regular council meeting convened at 7:00 p.m.
A report was given on law enforcement activities by a Menominee County Sheriffs Department Deputy.
A report of the WWTP for the month of January was reviewed. All parameters were met.
Bills totaling $100,025.07 were approved.
Resolution #2015-01: City of Stephenson Resolution for Poverty Exemption was approved.
No City residents have submitted a letter of interest to serve on the Board for the Property Maintenance Code.
The council approved the sale of gravel and sand to Havelka Construction, and the hiring of DDT Construction to remove some trees on the Citys Industrial Park property.
Homeowners will be reminded to place street numbers on their houses that are easily seen by emergency vehicles.
Committee reports were presented. The council approved the compensation committees recommendations.

The regular council meeting convened at 7:00 p.m.
A resident addressed the council regarding her property.
A report of the WWTP for the month of December was reviewed. All parameters were met.
Bills totaling 132,251.91 were approved.
William Johnson was reappointed to the Board of Review.
A Board for the Property Maintenance Code will be formed. The City will receive letters of interest from City residents to fill one position on the Board.
The Board of Review will start on March 10, 2015.
